Three suspects face fraud charges after R1.5 million in payments for a Free State hospital IT project were allegedly diverted to another company.

Three suspects, including a business entity, are set to face fraud charges in connection with an IT infrastructure project at Botshabelo District Hospital after allegedly diverting payments worth nearly R1.5 million away from the rightful recipient.

Alleged payment diversion at heart of case

The accused, aged 44 and 50, were served with summons on 15 and 21 October 2024 and are expected to appear before the Bloemfontein Magistrates Court on 12 November 2024. The case centres on a project commissioned by the Free State Department of Health during 2023 for the installation of IT infrastructure at the doctors' quarters of the Botshabelo District Hospital.

According to the complainant, his company and a firm employing the 44-year-old suspect were jointly appointed to carry out the work. The younger suspect served as project coordinator and was responsible for supplying ICT equipment and overseeing installation valued at R206 942.50. The complainant's company also executed a portion of the project work.

The complainant alleges that he was subsequently informed by one of the suspects' companies that the project had been completed in December 2023. However, instead of the funds being paid directly to the complainant's company as agreed, a payment of R1 496 688.17 was allegedly redirected to a different company entirely.

Hawks probe leads to court summons

As a consequence of the alleged fraudulent scheme, the complainant claims to have been prejudiced and suffered a financial loss totalling R1 496 688.17. The matter was reported and a criminal case was duly opened for investigation.

The docket was subsequently handed over to the Serious Commercial Crime Investigation unit in Bloemfontein, which conducted further enquiries into the circumstances surrounding the misappropriated funds. Their investigation ultimately resulted in the three suspects being summonsed to appear in court.

The case highlights ongoing efforts by specialist investigators to tackle commercial crime linked to government-funded projects in the Free State. The accused are expected to answer to fraud charges when they make their first court appearance next month.
